  •  Urges African leaders to unite

President Muhammadu Buhari has asserted that the problem with Africa as a continent and her member-nations remains implementation and not in planning, as various legislative bodies bring out good proposals while the executive arm fails in their implementation.
He added that it was obvious that the executive arms and legislative chambers would easily encounter well-drafted documents and initiatives, but implementing those proposals poses the problem.
Buhari, who made the remark while declaring open the 48th Conference of the Commonwealth Parliamentary Association (CPA) Africa Region, held at Imo Trade and Investment Centre, Owerri on Saturday, added that, “what we need to consistently do now is to put action behind our visions and missions as time is no longer on our side, as the countdown to 2063 has long started”.
He continued, “The theme of this 48th CPA Conference, African Agenda 2063: Vision Master Plan, presents yet another crucial reflection point for those who today have the privilege of being Africa political elite. The Agenda 2063 spelt out a vision of an Africa that is prosperous, integrated, peaceful, secured and a continent that recognises the full potential of its human capital and as a respected player on the global stage”.
The President, who was represented by the Vice President, Prof. Yemi Osinbajo SAN stressed “The Africa we want is an Africa that works for its people, one that ensures that Africans can enjoy decent standard of living and security, freedom and one where men and women have equal assets and treatment, with respect to all economic, political and social good”.
He added “Distinguished legislators, the power and the responsibility for rewriting the story of Africa lies in our hands; the people of our various countries have elected us to chart a course to the Africa that they want and desire. Our democracy serves no purpose if it does not advance the well-being of our people because we were elected to think, plan and act for the interest of the majority. We will be charlatans of the greatest order if our leadership does not provide for the present and secure the future of those that elected us”.
The President further remarked “I must commend the Governor of Imo State, Owelle Rochas Okorocha for the leadership he has shown and for the great work he is doing in Imo State, and for his excellent hospitality always. In the true spirit of African brotherhood and spirit, Imo State has in the past two weeks hosted not less than three African-centred international gatherings including the visit of two African heads of State”.
Governor Okorocha in his speech at the event said, “one day Africa will sing a new song and we believe one day, we shall occupy our rightful place in the comity of nations. Therefore your meeting this time is apt and timely. It is a struggle to find the way forward for the African nations”.
He continued “But one thing I have come to realise is that there is nothing wrong with Africa but there is something slightly wrong in our attitude and the way we do things. But I’m further worried by the fact that if we do not act quickly under the present ugly situation which our condition points out to us, we might be destroying the psyche of the generations of Africans yet unborn”.
For him “We are passing through a very difficult moment which many great nations of the world have passed through and we are not an exemption but we will one day in this our lifetime take our rightful place. My concern is about the youths of Africa. It might be shocking to all of you to know that African youths are so frustrated. We have not lived up to expectation of what we can do for the African Child. That will also anchor on my feelings that education must be given its rightful place if the youths of Africa must find and take up their positions”.
He added “I therefore appeal to you the lawmakers when you go home that you legislate on the issues that will impact positively on the youths of Africa. Legislate for free education so that the children of the poorest of the poor can go to school. The essence of democracy is good governance and to equip our people for a better future. Every President of a place in Africa should see himself as a father and every first lady as a mother to be instruments to provide education to their children”.
President of CPA and Speaker Imo State House of Assembly, Rt. Hon. Acho Ihim said, “A well-established strategy is crucial to the development and performance of any organisation because it is a plan that integrates its major goals, policies and actions into a cohesive whole. I am sure that if we are able to match our vision with actions our vision plan can be achieved”.
His words, “We, as parliaments, must do our best to move beyond conferences, and ensure that some of the laudable outcomes of the numerous conferences have direct impacts on the development of the African continent”.
In a related development, President Buhari on Friday in Istanbul, Turkey, said African leaders must speak ‘with one voice,’ devoid of foreign influence, to achieve economic integration, development, peace, and security on the continent.
The president, according to a statement by his spokesman, Malam Garba Shehu, made the remark while speaking at a bilateral meeting with President Alpha Conde of Guinea, saying leaders should learn from history to effectively tackle conflicts, violent extremism, and proliferation of small arms and light weapons.
The two presidents, according to the statement, met on the sidelines of the ninth D8 Summit in Istanbul, exchanged views on bilateral relations as well as regional and international issues of mutual interest.
It said Buhari assured his Guinean counterpart, who is also the current Chairman of AU that Nigeria would continue to strengthen its engagement with all AU member states to address current security challenges in restive areas such as South Sudan and Libya, and the political crisis in Togo.
It added that Conde, in his remarks, praised Nigeria’s leadership on the continent, particularly Buhari’s anti-corruption war and his strong voice on African issues on the international stage.
“The Guinean leader stressed the need for Guinea and Nigeria to accelerate economic cooperation, particularly in the natural resources sector, where Guinea boasts of 25 per cent or more of the world’s known bauxite reserves,” the statement added.
The President also on Saturday pledged the commitment of his administration to ensure that all the past glory of the education sector are restored in order to enable it meet the world agreed standard.
He however said he had directed the Minister of Education to convene a ministerial summit that would assist the administration to address the issue..
Speaking at the grand finale of the 33rd convocation of University of Ilorin, Kwara state yesterday, Buhari said, “The meeting would be convened within the next few weeks and to be attended by all cabinet members, with the sole aim to restore education to its lead role of human development game-changer.”
Represented by the Executive Secretary of the National Universities Commission (NUC), Prof. Abdulrasheed Abubakar, Buhari, “My government will not allow the country to miss globally-agreed sustainable development goals (SDGs) train, the driving force of which is education. Any success recorded in education will have a ripple effect on every other sector of our national life.”
The president, who said the government was aware of challenges confronting the nation’s education sector, lamented that fortunes of the sector had nosedived in the past couple of decades.
Part of the problems he said included millions of school-age children who are out of school, high adult and youth illiteracy rates as well as low enrolment, participation and completion rates at all levels and forms of education.
“The menace goes on to the menace of poor performance in public examinations, regional socioeconomic and gender disparities in access as well as highly disturbing unemployability of graduates of the education system”, he said.
He said sustainable human development began with education, and added that it was the fuel that energised development efforts in every other human endeavour.
He commended the management of the University for sustaining peaceful and harmonious environment, especially on the decades of uninterrupted academic calendar.
He said the university had stood out among its peers in this regard, adding that the achievements recorded by the university had given assurance that the invested resources by government had not been in vain.
Highlight of the event was the award of scholarship by the university to two best graduates, male and female and two worst graduates, male and female in the 2016/2017 academic sessions to study in Oxford, United Kingdom.
The announcement was made by the Registrar of the university, Mr. Emmanuel Obafemi, during the grand finale of the convocation. The registrar said the cumulative grade performance aggregate (CGPA) determined the beneficiaries.

INEC
The Independent National Electoral Commission (INEC) will be hiring about one million ad hoc staff for the conduct of the 2019 general elections.
The chairman of the commission, Prof Mahmud Yakubu stated this on Wednesday while briefing members of the Senate committee on INEC.
Yakubu assured Nigerians that the major the electronic smart card readers will be fully deployed for the elections, stressing that enough hands would be trained on the effective use of the device.
According to him, about 700 ad hoc staff were engaged for the 2015 general elections.
He said: “The projected increase in the number of ad- hoc staff to be engaged in the elections by the commission arose from the need to make provisions for adequate manpower for the exercise on a general template and specifically to take care of peculiar needs for that purpose in some polling units across the federation”. Assuring the lawmakers of better and effective use of the card readers, Prof Yabuku said: “Controversies and challenges raised by the Smart Card Readers in the 2015 elections were over magnified because the problem was not technological on the part of the device but attitudinal on the part of  the users due to lack of adequate training.
“Thus, because the problem is more of attitudinal than technological defects, solid steps are being taken by the commission to bring about a robust interface between the machine and those to use them in terms of practical training before the elections”.
In his remarks, the Senate Committee Chairman on INEC, Senator Suleiman Nazif said the interactive session with INEC would be a continuous exercise before the 2019 general elections
 Yakubu Gowon
The Speaker of the House of Representatives, Rep. Yakubu Dogara, on Wednesday paid tribute to former Head of State Gen. Yakubu Gowon in marking Gowon’s 85 years.
In a statement signed by his Special Adviser on Media and Public Affairs in Abuja, Mr Turaki Hassan, Dogara described Gowon as an inspirational leader and symbol of genuine patriotism and statesmanship.
Dogara also hailed the former Head of State for his relentless commitment to the unity and indivisibility of Nigeria.
“His Excellency, Gen. Gowon has been known for demonstrating uncommon patriotism, courage, vision and statesmanship as well as a genuine commitment to national unity and integration,” he said.
The speaker noted that this Gowon “during his active years as a head of government and now as an elder statesman.”
He also described Gowon as a peace-maker and fine Military officer who worked for the preservation of the nation’s unity.
Dogara said Gowon achieved the feat by bringing together all the constituent regions of Nigeria and keeping the country one after the unfortunate civil war.
“Gowon’s unwavering commitment, excellent leadership disposition, vision as well as his ability to galvanise the broad spectrum of Nigerian society.”
This he noted were testimonies of the success of Gowon’s popular slogan, ‘To keep Nigeria one is an ask that must be done.”
He said the former Head of state was also noted for “his unequivocal love for peace, harmony and corporate existence of the country.”
The speaker prayed God to grant the elder statesman more years of excellent health, wisdom and selfless service to God, country and humanity.
Federal Road Safety Commission - FRSC 
Members of the House of Representatives on Wednesday said that in a bid to effectively carry out their responsibilities of saving lives, officials of the Federal Road Safety Commission (FRSC) should bear arms.
The Green Chamber noted the increasing cases of violent attacks, harassment and intimidation of personnel and offices of the FRSC by highly placed individuals, motorists and hoodlums across the country, particularly in Zamfara, Jigawa, Abia and the Lagos States.
The members noted that from 2015 to date, there have been 149 cases of attacks on personnel and 201 cases of damage to properties and equipment of the Commission.
They, therefore, urged the Federal Government to facilitate the procurement of arms and ammunition for officers of the FRSC.
The resolution of the House was sequel to the passage of a motion by Hon. Solomon Maren titled: “Need to Curb Incessant Attacks on Personnel of the Federal Road Safety Commission (FRSC)”.
Maren while moving the motion noted that despite Section 19 of the FRSC (Establishment) Act, 2007 which stipulates that personnel of the Commission who are exposed to high risk in the enforcement of the provisions of this Act, shall have same powers, authorities and privileges, including power to bear arms, as are granted by law to members of the Nigeria Police Force, the Federal Government has not provided Road Safety officers with arms to enable them protect themselves in the course of performing their duties.
He expressed concern that the United Nation’s Declaration on Reduction of Road Accidents by fifty (50) percent by year 2020 may not be achieved by Nigeria if the attacks are not urgently curbed.
The lawmaker said in order to avoid the attacks, Road Safety officers stay off the roads, particularly at night and that motorists are taking advantage of the situation to breach traffic regulations, which often lead to accidents.
“Officers sometimes discover offensive weapons in vehicles during routine operations on highways but are incapable of challenging occupants of such vehicles as they lack the capacity to protect themselves from any attack that could arise,” he said.
When he Speaker, Hon. Yakubu Dogara called for a vote on the motion, it was passed without dissent.
The House subsequently mandated the Committee on Federal Road Safety Commission to investigate cases of attacks on personnel of the FRSC and also ensure implementation of the resolution to armed the officials.
The committee is to report back within four weeks for further legislative action.

It will be recalled that the Chairman of the South East Governor Forum and Ebonyi State Governor, while reading the resolutions of the governors after their meeting in Enugu last week said: " We are in touch with the Northern Governors Forum they have assured us of the safety of all our people living in the north and we have also planned to exchange of visits between the Governors and to re-enforce the confidence of Nigerians in this respect."

According to governor Shettima, the governors visited Abia state to thank Governor Ikpeazu for saving this nation from destruction.

The Minister of Finance, Mrs. Kemi Adeosun has announced plans by Nigerian government to recruit 7,500 graduates as Community Tax Liaison Officers to raise tax awareness among citizens thereby increasing the number of tax payers.

Adeosun, along with the Chairman, Federal Inland Revenue Service (FIRS), Mr BabaTunde Fowler made this known at a joint media briefing on Thursday in Abuja.

This move according to Adeosun has become necessary owning to the very low number of persons captured in Nigeria’s Tax Database.

FIRS on August 29th commences recuirtment of Tax Liaison Officers .
She said that through this initiative, the government expected to increase the number of taxpayers by 35 percent from 14 million to about 17 million in two years.

“We will be recruiting them through N-Power and they can apply through the website of the Federal Ministry of Finance or through the N-Power website.

“It’s a two-year fixed contract and they will be deployed to states, attached to state Internal Revenue Service or FIRS.

“Their job is to improve the level of education on the Nigeria’s tax system.

“Our tax system is progressive, meaning those who earn less should pay less and those who earn more should pay more.

“A lot of people don’t know that. So it’s a chance to get people on ground to answer all these pertinent questions,” she said.

Adeosun said that graduates of accounting, economics, mathematics and other relevant courses would be given priority under the programme.

She, however, encouraged intelligent graduates interested in a career in tax administration to apply as the government planned to sponsor the recruits to become tax professionals.

“This exercise is extremely important for the fiscal sustainability of states because as you know, most of the revenue for states apart from FAAC is supposed to come from tax.

“So if we improved the number of taxpayers, we will be improving the fiscal health of our state governments as well as the Federal Government.

“It’s an important initiative for the nation as we undertake reforms to reduce our over-dependence on oil.

“We have to make sure that everyone who is economically active pays tax, no matter how little, they have to contribute to the pool,” she said.

  • Governors got yesterday a subtle rebuke from the President.
  • He urged them to ensure payment of salaries to workers and pension to retirees.
The Federal Government has released N760.17 billion in two tranches of the Paris Club loan refund to states for outstanding salaries and pensions but some governors are believed to have spent the cash on other things.
President Muhammadu Buhari told traditional rulers at a meeting in Abuja that he was “living with the problems of this country day-by-day, and mostly those of the ordinary people”.
“There are Nigerians that haven’t been paid for six months; there are Nigerians that have not been paid their retirement benefits for years.
“I’m appealing to the governors (that was why we voted money; we borrowed money), please make sure anybody under you, pay them because most of them depend on that salary to pay rent, school fees,’’ he said.
He stressed that the mismanagement of the national revenue over the years was responsible for the economic challenges facing the nation.
Buhari promised to pursue programmes and projects that would better the lot of Nigerians. Nigeria, he said, should use its huge population to advantage.
The President spoke also on security, saying all hands were on deck to secure the country.
On unity, he said: “We know our limitations, we have to continue to strengthen our constitution, to strengthen the resolve of our people to live together, work together.
On agriculture and this year’s planting season, Buhari said: “We are lucky this year than last year and this year the rainy season is good. If it were not good I must confide in you that I was considering which country to run to.
“But God answered the prayers of many Nigerians. The rainy season last year was good and this year, with the report I’m getting, it is good. We thank God for that; otherwise, there would have been a lot of problems in this country.”
Members of the National Council of Traditional Rulers of Nigeria were led to the meeting by Sultan of Sokoto Sa’ad Abubakar III, who thanked God for bringing the President back in sound health. He urged the President to tighten his belt and take on the mantle of leadership.
He said with a monarch from each of the gropolitical zone assuring Buhari of their support, the President should take their comments as honest and the tonic he needed to work hard for the nation.
He said: “We will continue to preach peace and stability, justice, transparency and accountability and anti-corruption.”
One traditional ruler each from the six goe-political zones spoke at the meeting.
For the Southwest, the Ooni of Ife, Oba Adeyeye Ogunwunsi, thanked God for the President’s safe return and for restoring him to good  health. Buhari was away in London for medical reasons. He spent 103 days.
He said: “From the Southwest, we thank God for your life and we pledge  to support you from our communities because we are closer to our people. We will continue to preach to our people that we should continue to foster peace in our country. We will continue to caution our youths against hate speeches.
“We cannot leave the development of the country all to the government but we have to work hand in hand. We assure you that we will support all your initiatives.”
For the Northwest the Emir of Kano, Alhaji Sanusi Lamido Sanusi, said the traditional rulers identified with Buhari’s commitment to national security.
For the Southsouth, the Jaja of Opobo said: “We express our commitment to your programmes.
“We know there is tension here and there, but as traditional rulers, we don’t eat politics. The economy has to be fixed. Coming from the region that produces the mainstay of the economy, even though the country will soon diversify the economy, before we diversify let’s protect the one that we still have.
“We are pleased to work for peace and stability of the region so that we can all see the benefits of the commodity.”
For Northcentral, the Gbom Gwom Jos, Jacob Buba Gyang, also thanked God for  bringing the President back to celebrate Sallah with fellow Nigerians.
He said: “The issues of health and security are not issues to play politics with, but issues in which we should put heads together so that the country can progress.
“We commend your efforts on security and agriculture.
“Few days ago, just when we thought peace had returned to the plateau up, it was truncated with the attack on Ancha village in Bassa Local Government Area of Plateau State, leading to 20 deaths.”
Gyang praised the President for ordering the security agencies to fish out those responsible for the attacks.
Speaking for the Southeast, South East Traditional Council Chairman Eberechi Dick  said: “Our hearts are full of joy that you are back. You shook our hands when you came in and that shows you believe in one Nigeria. We prayed for you and you are back. We prayed for you because your agenda for Nigeria is good.
“As your children, when we cry, it is for you to ask us to stop crying, that you will fix whatever is making us cry like the bad roads.”
Speaking for the Northeast, the Lamido Adamawa, said Nigerians were happy to have the President back to the country hale and hearty.
“God brought you back to Nigeria and we are all very happy. We will continue to pray for God to strengthen you more and give you the courage to continue to do more for the country,” he said.

ASUU Strike: Lecturers meet Nigerian govt delegation









The various local branches of the Academic Staff Union of Universities, ASUU, on Wednesday held meetings to vote on whether or not to accept the federal government’s new offer, PREMIUM TIMES can report.
This came on the heels of an earlier report by PREMIUM TIMES where the ASUU president, Biodun Ogunyemi, explained that the body’s National Executive Council, NEC, was yet to meet to review the government’s offer.
The NEC meeting is expected to meet after each local branch of the union submit its stance on the ongoing strike by the lecturers.
PREMIUM TIMES gathered that the meeting is meant to arrive at two possible outcomes, to either vote for the suspension of the strike or its continuation.
Sources within ASUU told PREMIUM TIMES that lecturers at Adekunle Ajasin University Akungba voted to end the strike action., while those of Usman Dan Fodiyo University also voted to end the strike. The lecturers at the University of Lagos reportedly voted for the continuation of the strike action as at the time of filing this report.
The officials at the universities declined comment when contacted. The UNILAG-ASUU chairman, Adelaja Odukoya, confirmed that branches held their meetings on Monday; but declined to divulge the outcome of his branch’s congress.
“It is true. We held congress today although the decision we reached today is a private one,” he said.
ASUU has been on strike since August 13 to protest the poor welfare of members and the underfunding of universities.
The ASUU NEC meeting is expected to be a follow-up to the branches’ meetings after consultations. It is expected that there would be a collation of all branches ‘positions’ with a simple majority taken to decide whether or not the strike will be called off.
Despite the assurances by the Minister of Education, Adamu, on August 17 that the strike would be called off within one week, the strike has now continued for about a month.



We have lost everything, victims cry out

A tenant was burnt to death yesterday while a landlord’s son was injured during a morning inferno, which gutted a house at the Somolu area of Lagos State. The fire, which ravaged a storey-building, started about 1a.m. from the first floor, where the landlord’s son’s apartment is located.

The landlord’s son, Abiola, was said to have lit a candle and fell asleep. Unfortunately, the candle fell on the rug in his apartment.




The rug caught fire which spread to other apartments. The tenant, identified simply as Al-Wajud, was said to be drunk before going to bed and thus, was deep in his sleep when the fire started. He died before he could be rushed to the hospital.

The incident, which happened at House 4, Akinrinlo Street, threw occupants and members of the community into mourning.

One of the victims, who identified himself simply as Adebolawe, said: “We were sleeping about 1a.m. when we heard a loud sound from the roof of the building. “Immediately we heard the sound, every tenant in the house rushed out only to see flame on the roof of the building.

We started running around, looking for water to put out the fire. While we were looking for water, my wife was struggling to rescue the children and to savage some of our property. Unfortunately we couldn’t bring out anything. Fire consumed everything.”




Another victim, Mr. Akeem Ismaila, said: “The fire destroyed all I have laboured for in life. It was a terrible situation; right now, I don’t know where to start from.

Even my wife’s money, which she was supposed to use to stock her shop, was burnt to ashes. My children wouldn’t be able to go to school as their uniform and school materials were all burnt.

“Government should come to our aid. This is not the first time the building would go up in flames; two years ago, the building caught fire but was later rebuilt. This is another fire.” Firefighters were said to have arrived the scene about 3a.m., after the fire had burnt down the whole building.



The Detectives attached to the Federal Special Anti-Robbery Squad (FSARS), Lagos Command, have arrested one Raphael Ndukwe as the killer of Reverend Father Cyriacus Onunkwo, a Catholic priest serving in Imo State.

The suspect, identified as Raphael Ndukwe, was tracked down to his hideout in the Ajangbadi area of Ojo, based on a tip-off.

Fr. Onunkwo was kidnapped in Imo State by gunmen on Friday, September 1, 2017 from his car and taken to Omumma, where his body was found the next day.

He was returning home to organise the funeral of his late father when he was abducted. Ndukwe is the leader of a kidnapping gang that had been terrorising Imo State for many months.

He escaped to Lagos after four of his members were arrested in the state. Ndukwe’s gang was also allegedly responsible for the kidnap of one Gloria Emordi who was said to have visited Imo State for a burial ceremony on April 22, 2017.

On arrival in Lagos, the suspect, nicknamed Tiger, settled down with some of his friends who operate as thugs at the Alaba International Market, Ojo, but later fled to Ajangbadi, when the heat on him became hot.

But the police in Lagos finally tracked down the 29-year-old suspect and arrested him on September 10, 2017. Soon after his arrest, he confessed to some of the crimes he committed both in Lagos and the South-East.

The told the police that this was not the first time he would be escaping to Lagos after engaging in a criminal operation.

Sokoto – Sultan Sa’ad Abubakar has said that if anyone plans to attack the Igbo who are resident in the northern part of the country, such attack should be directed at him, first.

The Sultan said this when the world Igbo union leader, Dr. Mishack Nnanta, accompanied by resident Igbo chiefs, paid sallah homage to him at his palace. “If anybody or group of persons plans negative attack on Igbo, he or they should attack me first because I am against the so-called ultimatum issued by the Arewa youths that Igbo should leave the north,” he said.
Abubakar observed that “restructuring” to his understanding does not mean galvanizing or dividing Nigeria, but making “adjustments here and there for equal accommodation of all and sundry in Nigeria for equity and fair play religiously, socially and economically.” He further observed that the agitation by some people for disintegration “cannot solve any of the problems facing the country” and that “dividing it into many parts is not the solution for the married of problems bedevilling the nation because this will lead to towns and villages clamouring to become independent.” He suggested that the way forward was a round-table dialogue and not carrying arms which would never lead to peace. Agreeing that there were genuine complaints that border on marginalisation, the Sultan however said that the way out was peaceful resolution. He blamed the nation’s politicians for most of the problems faced by Nigerians saying. “They come to you during campaigns, promise you heaven in your house, air conditions on all roads and milk entering your mouth hourly without any effort from you.
